NXPO and the Science Technology and Innovation Policy Institute (STIPI) of King Mongkut’s University of Technology Thonburi (KMUTT) kicked off Science Technology and Innovation Policy Design Training Program Year 4 (STIP04) on 9 February 2022. This year, the course is offered in a hybrid format – a mix of in-person and online instruction via the STIPIAcademy.com platform. This training course was initiated as a tool to build Thailand’s capability in higher education and science policy design and implementation, as well as support the network of people involving in the policy for knowledge exchange and collaboration.
The first lecture of the course was given by Dr. Yada Mukdapitak, Advisor to NXPO President, on the topic of public policy, policy making process and public policy analysis. Public policy is an instrument that the government uses to guide its operation to deliver services to the public. Due to its profound impact, public policy design requires a thoughtful and thorough process prior to an implementation. The process follows the loop of problem identification, policy formulation, policy adoption and policy evaluation and employs multiple tools, including literature review, foresight exercise, brain storming, and systems research.
STIP04 is a 24-week course with 60 participants from 15 organizations. The course is divided into 4 parts: part one being the introduction to policy design process, part two focusing on basic principle and theory, part three on case studies and part four putting the policy design knowledge into practice.
