This project was formalized through an MOU signing on 17 May 2024. It aligns with the NGAP initiative introduced by the International Civil Aviation Organization (ICAO) to ensure the availability of qualified and competent aviation professionals to operate the future international air transport system.

Representing NXPO at the meeting were senior strategists and acting vice presidents, Dr. Surachai Sathitkunarat, and Assoc. Prof. Dr. Poolsak Koseeyaporn. Also in attendance were Dr. Kwanchai Khemanijkul from AROTHAI; Assoc. Prof. Dr. Watcharapol Chayaprasert, Deputy Director of PMUC; Asst. Prof. Dr. Sirinan Kulchat, Deputy Director of PMU-B; and Dr. Mali Chansuthorn, Director of Accreditations and Certifications Division at TPQI.

The meeting agreed to launch a training course on Performance-based Communication Navigation and Surveillance (Performance-based CNS) as the first activity. The course covers topics such as GNSS, Performance-Based Navigation (PBN), Performance-Based Communication and Surveillance (PBCS), and Air Traffic Management (ATM). Participants who complete the course will be awarded certificates. This training aims to develop a workforce with the knowledge and skills in new technologies to support future aviation operations, positioning Thailand as an Aviation Hub. The training, expecting 60 participants, is scheduled to be held from 30 July to 1 August 2024 at the National Science and Technology Development Agency Headquarters in Wangchan Valley, Rayong Province.
