On 6 February 2025, NXPO, in its capacity as Thailand’s National Designated Entity (NDE) for climate change technology development and transfer under the UNFCCC, participated in an online meeting with the Technology Needs Assessment (TNA) Steering Committee. The committee includes representatives from key organizations such as the UN Environment Programme Copenhagen Climate Centre (UNEP-CCC), the Global Environment Facility (GEF), and the Green Climate Fund (GCF). Discussions centered on Thailand’s experiences with the TNA project and strategies for the upcoming TNA Phase V.

During the session, NXPO President Dr. Surachai Sathitkunarat discussed Thailand’s integration of TNA Phase I outcomes into national policies, particularly in the National Greenhouse Gas Emission Reduction Plan and Nationally Determined Contribution (NDC) reports submitted to the UN. For the TNA Phase V, NXPO and the APEC Center for Technology Foresight plan to incorporate foresight tools and enhance industry engagement. The committee endorsed Thailand’s initiative to employ foresight methodologies alongside the established TNA guidelines.

NXPO Strategist Dr. Srichattra Chaivongvilan further detailed the rationale and approach for adopting foresight tools in the TNA Phase V.

Thailand participated in the TNA Global Project Phase I from 2009 to 2012, assessing climate technology needs for adaptation and mitigation and developing a Technology Action Plan. In 2023, Thailand was selected as one of 17 countries to receive GEF funding for the TNA Global Project Phase V, scheduled for implementation from 2025 to 2027.
