MHESI-NXPO participated in the 125th Session of the Committee for Scientific and Technological Policy (CSTP) and related meetings hosted by the Organisation for Economic Co-operation and Development (OECD). These events took place on 6-8 November 2024, at OECD Headquarters in Paris, France.
NXPO President Dr. Surachai Sathitkunarat represented Thailand at the CSTP session, accompanied by Senior Policy Specialist Ms. Vipaporn Asavapisit.
During the discussion on the OECD Agenda for Transformative Science, Technology, and Innovation Policies, Dr. Surachai expressed appreciation to the CSTP secretariat team under the Directorate for Science, Technology and Innovation (DSTI) for their active collaboration in advancing this agenda in Thailand. The project which supports Thailand’s strategy for carbon neutrality and transitions is being implemented as part of the Thailand–OECD Country Programme Phase II.
Dr. Surachai also outlined Thailand’s vision and initiatives in synthetic biology, including the establishment of the Thailand Synthetic Biology Consortium and the development of an eight-year roadmap (2022–2030) aimed at promoting synthetic biology in Thailand and the region. These initiatives demonstrate Thailand’s dedication to cultivating a robust synthetic biology ecosystem.
On the contribution of strategic intelligence in the 2025–2026 CSTP workplan and budget, Ms. Vipaporn highlighted Thailand’s foresight efforts. The country is the host of the APEC Center for Technology Foresight (APEC CTF), administered by NXPO. The APEC CTF provides consultation and capacity building in strategic foresight for both public and private sectors. The center has integrated various foresight tools in strategic planning for various national and APEC initiatives. NXPO also actively engages in the OECD Government Foresight Community (GFC).
In addition to the CSTP session, Dr. Surachai and Ms. Vipaporn participated in side meetings and discussions. They held discussions with the DSTI team on the progress and workplan of the “Supporting STI strategy for carbon neutrality and transitions” project under the OECD-Thailand Country Program Phase II. They met with the OECD Accession Team to discuss Thailand’s OECD accession process, focusing on key issues for evaluation by technical committees. The team also joined an informal session on the European Commission (EC) – OECD Science, Technology and Innovation Policy (STIP) Survey which gathers data for the EC-OECD STIP Compass.
